It’s not uncommon for people to have a guardian appointed while being high functioning. There are plenty of mental health situations where that could be the case. People with autism, bipolar disorder or schizophrenia. I do think it’s going to be difficult for a guardian to establish contact if the person just doesn’t want to cooperate. I’m not familiar with the law in the country but I can easily see this happening in my country. It’s not automatically suspicious to me that the guardian has no idea of his disappearance when the guy is a recluse. If the finances are taken care of and nothing is stolen then it must be something else.
