In Africa , they still MANAGE I believe, at a fraction of the cost of a permit, but no videography or trophy taking home. You just put on Hawaiian shirt, straw hat, sunglasses & shorts ! That’s it!

A lot of the time this kinda thing happens for conservation, generally the elephant has been causing problems, maybe being aggressive towards villagers or even other elephants and the local government is like “hey anyone wanna come shoot this thing!?” Then hunters pay money to hunt, villagers get meat, locals get money, hunter gets trophie.
