Because that is the value where the section will fail at. Let’s say the minimum shear strength of the section is 80kN and all other values are higher than 80kN, then as the load reaches 80kN the section will fail in shear .

These are the various failure mechanisms that we are anticipating. If the section fails from right it will be similar to section 1-1 and needs no new calculation. However, we are trying to see possible failure sections and choose the minimum value amongst them.

This is just to save time in the exam. Considering all failure sections in a 3 hr exam gets difficult so we try to just make the examiner understand that we know the concept of various failure sections and we know they need to be tested. However, in the field where there is no time restriction as such we will check the staggered sections as well.
