I live in this city. I have been a full time long haul driver, and a part time driver trainer. Sadly, in our province we do not have compulsory driver training (as they do in Europe), so many of our people have trouble driving in normal driving conditions. When we have yet another winter storm, these people are out of control, and our accident statistics indicate this very clearly.

While is true that is rare to have a snowstorm in those places, is also true that every year they get snow, maybe like 3 or 5 inches per year. Why don't they treat those roads with salt? I read because those places don't have salt reserves, but there's no excuse to not have salt reserves. Those states are not tropical; they are subtropical, just like NYC / NJ area (yes, a bit warmer, but not too much difference). Here in NJ we are gonna get just less than an inch of snow, and the roads are already treated with salt.
