If we eliminate everything from the past, or outside knowledge and look at the situations what is it currently. So you have a four year old living with unstable individuals, that suffer from addiction/mental health issues that on tape, and according to multiple witnesses is slapped/hit in the head, and constantly yelled at, staying in a shed without plumbing or sewage treatment, or running water, utilities, or acceptable heating/cooling, on a property that has multiple dangerous conditions being unsafe for a child. Yet she is still there without child services, or the police taking action.,.
