Step two seems to require that every document support a single conclusion. Does that mean that during the course of a project competing conclusions for various sub ideas will end up in separate documents for debate, and winning ideas move on to the final conclusion? Or are the counter arguments never documented at all? Every decision making meeting I've ever been in has had the decider asking "did you think about ..." And "what other ideas were considered" If it wasn't included in the presentation with the recommendation.

Great call out Charles! This video is focused on communicating a recommendation quickly and succinctly (often verbally). What you're saying is completely right. In a formal decision making meeting, typically there would be a slide deck that would communicate both the recommendation and the rationale/analysis behind it. I have another video on storylining that might help explain this better.

When these presentations are delivered, does the presenter spend any time on the executive summary or do they skip past it?

Usually they start with the executive summary to understand the "so what" or recommendation. Then if the audience wants to dive into some detail, they can use the executive summary to go straight to the relevant part of the presentation.

This is a tried and tested method for making powerpoints. One more way like the dot-dash structure is by doing Issue Tree, where you write a problem statement (issue) and start asking Whys? until the end. Your reasons will branch out to give final answers. This will help bulid a structure and divide the slides into sections as well.
