A 13th chord with a natural 11th does make sense. Actually, any chords, no matter how dissonant, can make sense. It all depends on the context and the effect you want to create.

You flat the 9 and you have a 7b9 that is same notes as a diminished chord. A diminished chord can viewed at two tritones a whole step apart. Any note of a diminished chord can be the b9, 3rd, 5th, or b7 of a 7b9. Lower any note of a diminish chord a half-step you have a 7th chord. Raise any note of the diminish chord you have a mi6 chord. There is a whole lot of dominant coolness in a diminish chord, symmetric chord are amazing.
