This was a more interesting game than I thought. Anyway, the Round of 16 and the quarterfinals of USA 1994 were breathtaking and a joy to watch. Only English fans think that this World Cup was boring and that's because their team failed to qualify.

I remember having seen the summary of this match on TV. Belgium struggled until the end to score. However, Germany had more experience at world soccer championships besides being the current champion 4 years before.

This was clearly match-fixing by Swiss referee Roethlisberger. After this game the referee was charged for match-fixing and prosecuted. He was also involved in a match-fixing case in Galatasaray-Man Utd match Champions League quarter-final in 1993. He asked to 150k$ for himself and 100$ for his side referees and also 4 escorts. The officials from Galatasaray club took him to casino in Istanbul to cover the money transfer as if he won the money in gambling. Two nights later, something impossible happened and Galatasaray eliminated Man Utd with Schmeichel and Cantona.

The referee was Kurt Röthlisberger. He was suspended from duty for life three years later. He was found guilty of trying to bribe the Belarusian referee during a champion's league match between Zurich and Auxerre. It seems that there would have been other unprosecuted charges years later. For having alleged links with corrupt referees in Italy (2006-2007 scandal); and he was even suspected of having been corrupted during the final of the champion's league of 1992-93 which he had refereed Won by Olympique de Marseille, by Bernard Tapie; against Silvio Berlusconi's AC Milan. No condemnation or prosecution I think. PS : I have often heard that the Swiss referee had favored Germany because of the scandals between Sabena and Swiss Air (dark history involving the two national airlines of the time). However, Sabena and Swiss Air entered into a relationship in 1995. And the scandal that gave rise to the resentment of some only broke out in 2001. So it has nothing to do. K.Röthlisberger was just a potentially corrupt referee and it has no proof about this game.
