I can relate to you, left my govt job being officer in defense due to politics, "legal corruption" and waste of poor nation's budget. at least the corruption at the political level and among the ruling parties is getting somehow acknowledged. the things you have talked will definitely take years. and i believe you know it. There are a bad habits and corruption among local people which built over several years. i think instead of getting disheartened, we all should step a head and play our own role for Pakistani society and start making changes.

Sir the point you have mentioned about "Deputy Prime Minister that can cut across departmental lines / protocols to bring reforms" is an example of horizontal hierarchy. I've worked under this system as well. It didn't quite workout, instead of bringing reforms that individual is used as a tool to influence other departments since he/she can bypass protocols. A small example is a grade 20 officer visits you and starts inquiring you about the matters which are beyond your legal jurisdiction and when you inform them about the concerned authority that actually deals with that matter then he/she pressurize you to do their job as well which is not our job and it affects our department effectiveness and increases work load on teams. Also you have to report to multiple bosses. The only way to bring reforms in departments is feedback from the department itself and the people it provide services.
