Ever heard about arctan? It's tan^-1 on a calculator. Then just divide by 2.

Now when you say rotate the element, does that mean that you rotated the tank in the example or that the tank stays stationary and we simply skew the small square we are looking at on the stationary tank or does it mean that we are rotating the tank itself?

The tank always stays in its original position. The square element is being rotated through the angle theta relative the axis of the cylindrical portion of the tank. Essentially we are looking at the stresses on various planes in the tank wall. Let me know if my answer is not clear. Thank you for your question.
