THIS IS AN ANNOUNCEMENT. The beeping is called datamodes. Datamodes are little markers in-between the station during broadcast. The reason it sounds like Morse is because the marker is trying to get ahold of the listener. Datamodes have nothing to do with Morse code at all

Most likely a machine programmed to do the arpeggio interval. Would have been very, very easy to do.
