See Mill Creek Central railroad in Ohio to see what their club is doing...their equipment more expensive than Rc construction. Started on a train lovers track, and more folks joined and not progressing to a club with all the property and enhancements. A model for you?

Not as of yet, however theres a company that makes what looks like a 637D push pull scraper.
