Usually these things are said via a number generator machine, basically something with a numpad that can be programmed to use any sort of voices for the purpose of the number station

thevideoace6, this broadcast was Polish. The language is just in German. This likely is just a spy code, to receive certain instructions after being told what radio frequency to listen in on, and based on what the noises were, a Polish operative would carry out a task. During World War II, such tasks were daunting, and necessary. The Russians would use this method much more often during the Cold War, but, albeit, not with creepy carnival music.

The goal was to utilize German intellect to develop the U.S's arsenal of rockets, bio, and chemical weapons during the Cold War. I reckon this is what OP is referring to
