The creepiest thing about these number stations is not the stations themselves, but rather the people the messages are intended for. We don't know who they are, what they're doing, where they are etc etc. They could be high up in hostile governments or just regular people doing regular jobs in different countries. In Splinter Cell: Pandora Tomorrow, one of the antagonists makes daily phonecalls to agents in the U.S. with code numbers and the phrase "Pandora tomorrow" delaying the release of a smallpox bioweapon. Maybe someone you know in work or pass in the street could be acting as dead man triggers for foreign countries and have these weapons in briefcases waiting to be activated once the agent receives their orders via the number station.

My father was actually stationed at RAF Akrotiri (where this numbers station was suspected to have been operated from) when this station was active and he had no knowledge of the Lincolnshire Poacher until I asked him about it. The most he could say was that the base had a large communications presence and a lot of highly-classified activities took place related to that. Presumably these broadcasts were part of those. It's interesting to think that, somewhere out there, people would have been listening to these broadcasts and understood exactly what they meant.

@Peter T Trying to decode it is pointless. Number stations operate(d) in combination with one-time pads one agent in field had. The agent specified with the call sign could then decode the message while everyone else couldn't. Since it was a one-time pad, it would be discarded afterwards and the next message (even with the same numbers) would spell something different. Which brings us your first point: since we can't decode it, we will never know the meaning and there are probably no records of the original message.

Your dad is rite, I was at akrotiri 80-83 working "spooky" for Project Olive Harvest, the Akrotiri radio relay on the salt lake there has one of the largest antenna farms I have seen, and I utilized that site when ordered by DCA to do a "round the world" re-route of comms circuits back in the 70's, I was calling the shots from Japan, Drake ASC.

The first grouping (which is repeated 10 times) is the "key ID". It is used to indicate the correct page of a one time pad that is used to decrypt the message. All other groups are repeated twice (to mitigate errors through interference) and contain the coded message. The code is unbreakable assuming the pad is never reused and remains secret. OTP's are frequently used in asymmetric communications to agents on the ground. I think it's a beautiful concept, and the recordings are sort of hypnotic in their way. A message you'll never understand kind of thing.

My bet is : - The song is here to identify the station (kind of a jingle) or the sender. - The 39175 sequence is to identify the receiver (a number could be assigned to each agents). - The high / low tones is to indicate that the messages is about to begin. - Then the message, surely encrypted with a throwable mask (impossible to decrypt without the key), and the key could wrote on a paper like the german did during WW2 with the enigma key. - The end jingle to end the transmission.

They are codes for clandestine agents, only the agents would know what they mean because they had the one time number pad that decoded the numbers. the only way to know would be to obtain a pad that had these numbers, but that is highly unlikely as they were probably destroyed after use.

39715 must be a reminder that the message is to be transmitted momentarily. In the few recordings I have listened to, this series of numbers is looped over and over again before the other number sequences are played.

No, this is the number of the particular one-time pad (and agent or agents who have this pad) that will be used to encrypt (and decrypt) the transmission that follows.

Gin Za Going by Donovans description Gin, I think Donovan might me more correct. While your theory is very possible; there is no way the agency would risk their agents having the same book for an extended time; to counter detection, a one-time pad would be destroyed weekly, if not, every one or two days; with fresh books dropped in dead-letter drops in their AO. A number repeated again and again like Donovan mentioned immediately invites plans for captured agents; so by process of elimination, 39715 is likely a 'prepare for incoming message' code. You'll probably find the 'one time pad' number is actually in the message somewhere, more likely than not.

Indeed. Look at the pattern 39715 makes on a telephone or 10-key keypad. It's "generic" for lack of a better word, so a perfect "announcement" of the upcoming transmission.

I think now with computers goverments focus on them more. my only guess is that the few remain are either used because radios are barely used or some governments are old fashioned or someone forgot to shut it off. Apparently russia still uses them, which is not surprising.

Alanna Nikol Well Computers have a big problem, you can trace location with a relative ease, not even TOR can hide it with utter guarantee utter invisibility. Radio stations, however, need tight triangulation to find the location, and where they're broadcasting to has an extremely large range, and location of people changes extremely frequently. The number stations were and still frequently used to keep in check of distrusted and enemy nations with the use of spies.
