negative consequences of state overload point no. 4 25:17 there are no incentive for the public servants to perform please make me clear for that point ,i think if public servants are done the good work then he will get incentive like promotion

Hello Abhay, This point is to be considered in the context of 'state overload', and not normal circumstances. In our scenario, there is very little competition to "state" as such, there are less market forces, and so there is no incentive for bureaucrat to perform better. Why will he "do good work" (as you say), when he already has the monopoly with no competition. Remember, this is "overload" of state. So, control of things will remain in the hands of the state itself, even if the performance is poor, and hence no incentive for them to improve their performance. As the same line itself says "complacency sets in". Also remember why there is state overload. In the previous slide, we had discussed about the idea of 'public interest' as the reason for that. Government decisions will always be for the good of the people, this is the logic behind this. So, if a person has that logic or thought process, obviously he will not improve his performance. I hope this clears it out.

1) In Pub Ad (or in any other thoery: Political science, etc.), "State" basically means "country". State exists in a geographically identifiable territory within which there exists a population, many of whom could be classed as citizens. State would mean the organisations constituting the system of governmental institutions. For ex., you might have read this in Polity (and saw in this year's Prelims paper), that Fundamental rights primarily protect individuals from any arbitrary state actions. "State" here does not mean Gujarat, MP, UP, etc. State here means the nation, all the govt institutions within it, and also all the state govts & their institutions within it. 2) To repeat the same thing, during 'state overload' phenomenon, there is a mentality among the bureaucrats that government decisions are always for the good of the people (previous slide). so you believe whatever you are doing is great for humanity, and you arethesaviour of humanity by whatever you do. If you have this mentality, you will never get self-satisfied by performing better than before. You will definitely become complacent. I get your point of doing good work, but please consider the environment of 'state overload', where whatever you do, is enough for you! Because there is no one else to challenge your work.
