For your ease, below are some links for a blog written by a Pub Ad topper (Lohit Matani), which will give you a deep insight on how to prepare the subject and what the approach should be. Wamsley）為首的五位美國維吉尼亞多元理工學院暨州立大學的學者，以「腦力激盪」的方式，共同發表一篇名為《公共行政與治理過程：轉變政治對話》的文章，旨在發揚並修正新公共行政的主張。此一宣言以維吉尼亞多元理工學院暨州立大學之主要校址所在地「黑堡」為名，訂為「黑堡宣言」。 探討黑堡宣言產生的時代背景因素，大致有以下三點： (1) 為了對美國1980年代以來盛行的貶損公共官僚之風，提出反制。 (2) 為因應後工業社會、後現代文化特質及全球化趨勢，行政學者萬斯來（Gary L.
