sir, i need some clarification....NPM and PCA sounds almost same... according to me basic difference is that NPM advocate delivery of services by private party/market mechanism while PCA also in spirit advocated same but his main focus was delivery of these services by multiple institutions ( not necessarily private bodies but can be multiple government agencies only)... AM i right??? please comment

Hello Akash, I feel you are just slightly deviated. Let me see if I can clarify: NPM: You have written NPM advocates delivery by private party. However, on the other hand, it only suggests we should use the "techniques" of private management inside public management. Remember, the name of the theory is "New Public Management". So these thinkers still keep their faith in public delivery systems, they just want the way it is managed to be changed. Also, if you would recall, in the very first slide we have discussed this: NPM takes the what and why from Pub Ad, and how from private. Also, one of the features of NPM was: business admn as the right "model" of admn. So, to sum it all up, their main aim is not to bring in private players, but to overhaul the way pub ad works. PCA: These thinkers, if you would recall, talked about state overload, and state minimalism. These things point in the direction that wherever private players have the expertise, they "can" be given the control (not mandatory). But as you have rightly said, their main focus was multiple institutions to give more "choice" to "public". And such multiple institutions can be both private (if possible) and public. NPM wants efficiency/ profit motive in admn, they are less concerned about the choice with people. PCA wants to give more choice to people, they are less concerned with profit motive. Basically, both of these theories are criticising the traditional way of working of pub ad. They are almost similar in approach, differing only slightly in their theories. Their main difference is in their ideologies. So its justified to get confused. Also, PCA is a pillar of NPM ! (NPM came later, and they built up on the idea of PCA, and gave their own theory of NPM). I hope this helps. I'm sorry if it confuses you more. But I really hope this clarifies your doubt.

in very next lecture of NPM where you are discussing about reinventing government. 10 goals..first goal being catalytic government. which means steering rather than rowing. so here you are saying govt should only oversee the activities and producing goods and services should be contracted out..which is entirely different to what you have written above (principle of private management in PA)

When we say that re-inventing government is another concept of NPM, we say that because all the Pub Ad thinkers have over time come to say that. And hence, any book you refer, will have 're-inventing government' within their NPM chapters. But, one crucial thing to keep in mind is: Osborne and Gaebler themselves never said that our theory is NPM theory. Its just that they belonged to an era of NPM thinkers, and they bashed the traditional governments (remember their words: govts are tall, sluggish,... ) and wanted to change these traditional governments, we have come to equate their theory with NPM. So, to do that, they gave us 10 forms of government. Keep in mind that NPM never speaks about 10 forms of govt., so when you write an answer on NPM specifically, you would not be writing about these 10 govts. Only when you are relating NPM with Osborne & Gaebler, you would do so. When you read the principles of NPM, it would be clear to you that NPM thinkers still had their faith in Pub Ad, they just wanted it to be more efficient. On the other hand, Osborne & Gaebler wanted to 're-invent'. Focus on these terms, and the small differences will get automatically clear to you. Basically whatever any theory preaches is evident from its name. So, when you 're-invent' something, and give 10 forms of 're-inventing' the same thing, some of those types will obviously stand in contradiction. And no theory is perfect Akash, even Henry Fayol's principles are contradictory in nature, as Herbert Simon has pointed out. (You will realise this when you reach Module 2 and watch Fayol & Simon). So, to sum it all, please try to see the bigger picture if you have any doubts relating to any theory, for ex., what basically that theory tried to preach. And I believe, this will help a lot. And I can say this from experience, because any clarity that I was able to get was by sticking to very simplest of the meanings of any theory. The answer most of times lies in the simplest of explanations. So, even when we say that 're-inventing govt.' is a type of NPM, we say it over-archingly, and not exactly. Because David & Osborne wanted to 're-invent', one of their 'ways' to re-invent was to give the handle to private players. Its just one of the ways. There are also other 'ways' of Osborne & Gaebler which you would not find in princliples of NPM: for ex., community-owned govt., which empowers communities. (NPM never cared about empowering communities). So my request would be to always see the bigger picture while studying, and not get tangled up in obvious contradictions within theories; because no theory is perfect, Akash. You will find flaws in each theory, in some way or the other. I hope that even though you had this doubt, your concept is clear. :)
