The base is not included in this kit. I recycled it from an old Trumpeter kit and just kept it inside the Flyhawk box.

You can use a wash for general coverage to help the details stand out so direction of strokes doesn't matter. Afterwards you can apply another wash or other weathering stuff and clean it up using in the direction you want. For example the side skirts of the tank, I was cleaning off the wash in a downward motion to simulate streaks.
