Today's ethical situation is a classical example of conflict of interest Ethical issues involved Integrity, Accountability, Rule of Law , conscience, Moral attitude, Corruption, Misuse of Power, Utilitarianism ( happiness of maximum people) Course of Action ✓Being a a Urbana municipal officer wellness of poor and marginalized people is utmost requirement. ✓Implementation of RERA Act (Real estate regulation and development act) 2016 is necessary and abiding the guidelines prescribed in act for development of a project. ✓Integrity is a non negotiable value and accepting an offer In exchange of a favour is clear cut violation of rule and misuse of Power. ✓A Real Estate project include many stakeholders like management, Government, People, workers so it should be ensured that no one should be harmed by any action ✓Approval for development can only be given if whole project is as per the rule mentioned in National building Code and Urban Development Plan of concerned area. ✓Legal Titles of land are clear as per Registrar. Conclusion Accepting an offer in return to any approval is clear misuse of Power , where as if project of developer is according to law then it can be approved.

As a urban planning officer , I refuse this offer becoz public interest superior than personal interest. I ordered him / her to stop building complex on a plot and said to follow zone restriction rules. If he / she not stop then i will take action against them.

To address ethical dilemma between self interest and public interest, principles of Nolan committee such as : Integrity - will help to act against lucrative proposals and adhere to the standards of a public servant. Selflessness - could help to sideline personal gains and work towards public welfare. Honesty and openness - would help communicate the conflict of interest in this situation with colleagues, senior authority to get the best course of action. Objectivity - ensures implementation of rules and regulation in a non arbitrary manner on oneself as well as on others like real estate builder. Could help to bring clarity and resolve confusion of a public servant. Also constitution can act as guiding light to not take favour in exchange of granting permission in a prohibited area which could potentially challenge internal security, environmental concerns of larger number of people .

The question that the urban planning officer shall receive an offer of an apartment at below market rate in exchange of some illegal or unethical practice is completely No.. Firstly an urban planning officer is being recruited for the proper implementation of the rules and regulation with regard to urban management so this offer will be against that. Secondly it will be illegal act because it seems like a overshadowed corruption on part of a public officer of he do so Thirdly it would be against the integrity and loyalty towards work on part of officer. Fourthly an officer in case accepting the offer would somehow violated the rights of a bulk of citizens living there in comparison to his own benefit. Lastly, an officer must always follow the normative and virtue ethics from the point he has been appointed to work as a public officer and must maintain a relationship of trust, truthfulness and loyalty towards subjects
