You could probably fix the compass on the second knife by holding a magnet over it to grab the needle and trying to drop it back in place. It’d be tricky but should work.

The rubber washers around the screws were to waterproof it. If you look around the edge of that compartment, there's a rubber seal (although probably dried and cracked now) that was meant to seal that compartment and the washers were there for the same reason. Sure, they serve the secondary purpose as a screw holder, but their primary purpose was to block water ingress.
