It's actually not OK because Martha and her children own all rights to Owens name and likeness and they gave AEW permission to do this, whereas WWE can't because they'd need her permission to do so, for example they used Owens likeness in a video game a few years back and she sued them for it because they did it without her consent also Bret said he would've given the green light for Owen to go into the HOF years ago if Martha and the kids didn't have a legal leg up, besides they've got every right to not want to be affiliated with WWE and allow them to profit of Owens name whether it's what Owen would have wanted or not because they lost their husband and father during an unnecessary stunt
