Maybe make R do more damage, but make it able to only be casted on champions who were recently damaged by his Q or smth like that.

He could, but he chose to go essence reaver (which precludes triforce and sundererer by build off of sheen) first and after the first item on ez you need to go manamune if you start tear else you wasted time and crippled your early lane damage for no reason. On Ez its not as essential to rush mithics.

My English pretty bad but i can help you. Ezreal nees Sheen because he mostly deal dmg with his Q, but all the Sheen mithics are bad for him rightnow, so he rush Essence Reaver. Then he must have his core items (Muramana, Serylda), after that you can think about mithics. Duskbalde for cooldown, Sunderer for amor pen, Trinity for a little bit of everthing, and Double choose Shieldbow for HP and shield because he afraid getting burst to death, which still happen at 8:10
