I never realised how many I knew from non comic media. Batman: The Brave and The Bold used a tonne of C class characters that I grew up thinking were B class or A class. The Arkham Asylum riddles also showed off a tonne of characters

Kite man was always more of a flash or plastic man villain. He's crossed paths with Batman previously, as has probably everyone in the DC universe, but up until Harley Quinn he really wouldn't even count as part of the rogue's gallery

All of these are good entries, but I also feel like many people have forgotten those that were created for the tv show and then introduced into to comics and cartoons like Egghead, King Tut, Shame, The Siren, Chandell, Louie the Lilac, Minerva, The Archer, The Black Widow, and The Bookworm. Especially since they were played by huge stars at the time, you'd think people wouldn't forget as much as they seem to.

Well I have heard of all of them!! I actually have a fond memory of Stirk. I remember coming across him while reading Knightfall. He was such a creepy villain. I had to go to my comic store to see if I could find his first appearance.... :)

That's where I first saw Stirk as well. His tendency to refer to everyone as "sir" really should be a give away for some people...like Gordon. Batman, calling him sir?

Professor Radium is the most interesting one on this list for me because he reminds me of BTAS Mr. Freeze in a way, and even though hes not as exciting some of the more retconned ones on this list I feel if he were he'd make a great villain for today's comics

Humpty Dumpty is my favorite on this list. It's almost like he has an extreme form of autism and OCD centered around fixing things and making things better, and everyone sees him as a menace because of it. Speaking as someone on the spectrum, I can relate. He needs an outlet and support, not to be stuck in Arkham with the rest of the rogue's gallery. I want him to have a happy ending.

The Ogre and the Ape sounds Like a good storyline actually -- I quite Like the Getaway Genius, guy was all about GETTING AWAY from Batman, still probably hard to do, but he does it a bunch- Batman never really caught him that way either, it was GG's henchman that get tricked into trying to catch him (which GG TOLD them never to try) and then the henchmen snitch on him-- If i was a Batman villain I'd hire the Genius to work for me, just to getaway smooth

Seems like Gotham has a large array of "GENIUSES" that just so happen to turn to crime, one might think that there was something more to this than just happenstance. People of high intelligence certainly, yet something about their surroundings, or the world itself made them realize that crime or wrongdoing was the right thing to do.

I think about villainy often, how normal people, even heroes can turn to evil. My own life seems to want to make me a monster. Miller theorized that once Batman donned a costume and became a folk hero, that he also emboldened more sinister types to do same. Also, this being DC Universe, dark powers exist, so possibly Satan or another menace helps propel these individuals over the edge. Certainly, Gotham is a magnet for unsavory humans. Perhaps underneath Gotham, is an Indian graveyard? I prefer the idea that Batman, indirectly encourages people to be deranged, and that some unseen power helps.
