Because as a Christian, we kiss the cross because Jesus Christ died on the cross and since then the cross become a sign for Christianity and the devil is scared of the cross. If allowed, other people will fighting to get in there. And risk of stampede. But bear in mind, the holy area is not limited to the kaabah perimeter, but it's actually a complex. As long as we pray in the perimeter of the complex, we r in the holy place as Kaabah, only without roof and walls. Same concept as masjid Aqsa in Jerusalem. If U pray outside the mosque, but still inside the perimeter, U still praying in the 'masjidil aqsa'.
