I always like it when a villain turns their life around and becomes somewhat of a better person, but always hate it when a hero turns into a villain or gets treated as the bad guy.

These are the stories I point to when someone says "why dont the hero's just kill the villains" it's because they can change and grow its just that the story needs to reboot to keep them villains

Actually, quite a lot deserve to be killed. One thing is to redeem villains who were misguided, had noble goals behind their terrible actions or that never really endangered innocents. Maybe also include those who cannot control their actions or powers, such as forces of nature or have dangerous passive powers. Other entirely different one is to do it with psychopaths or complete monsters that after a career forged over the corpses of heroes and innocents alike, randomly decide to not be as bad.

I liked best The Riddler going legit and investigating crimes as a detective. I also like villains who occasionally dip their toe into doing heroic things and coming in clutch during a major hit the fan crisis both big and small . . . I’m thinking Dr. Doom. I feel like Lex Luthor is DC’s equivalent to Magneto - everything he does is to ensure a future for non-meta humans in an ever evolving world. The few stories where those motivations align with the Justice League are great. But then he always come back to super villainy in the end.

I feel the current incarnation of Loki should get a special mention. The whole ordeal of how his reincarnated self is truly striving to be different and has become better than his original 616-evil-Loki self is pretty much chaotic good/neutral (but mostly good), is a big deal. He may not always makes the best decisions, but his intentions are way better than the absolute asshole he was back in the Silver and Bronze Age.
