Nice design. I Like it. Might be a bit awkward in some places but being electrically controlled makes that no problem!

The moment arm reduces the effective force of the actuator at the shear line though. This does require less stroke of actuator as a benefit. With the CNC you could have cut teeth on the perimeter to mesh with a cheap gear-motor, with a plate that swings in a fixed arc like you show in this video, or a full 360 degree rotation. Or 180 degree rotation depending on the stops/sensors you use.
