I find that while you're wearing them, if you pull the material around your legs from the crouch towards the outer thigh it helps with those tight leggings. Otherwise see if a larger size helps.

You could look online for skirts made for your body type, or maybe get a couple tailored? Even though that can get super expensive, so I recommend just talking to your uniform officer at your school. Or you could just wear skinny trousers, that's what I do, and they're flattering and super comfortable
