It's not accurate. ROC had always had army stationed in xinjiang and Tibet until civil finished. The ROC army in xinjiang and Tibet surrendered to PLA.

Tibet during the Chinese Republican's era was more or less like other warlord, they follow some but not all of the Nanking government orders, depends if it is good or bad for them. But Mongolia area and Tibet area were directly under Mongolian and Tibetan Affairs Commission, you can pretty much sum up into 3 points, and they can pretty much do whatever they want as long as they follow the 3 points: 1. Area government official has to approve by the commission (which the commission always approve) 2. follow election system to elect central government representatives for the region. (Nanking didn't really care how or who, as long as the Area government gives the list of representatives) 3. no foreign affair office in the regional government. Tibet was more or less following Nanking government till July, 1949; even attended the National Assembly (14 seats for Tibet Area including 1 female seat, but Tibet government only submitted 13 names due to women were not allowed to go into politics under Tibet government ruling). They deported Mongolian and Tibetan Affairs Commission office staff that stationed in Lhasa after Nanking fall into CCP and PLA start gaining control of southern provinces. ROC government never have full control of the Tibet but Tibet was under ROC Constitution till 1949.

the PRC had a few shitty underground workshops to work with and conducted a disciplined guerilla campaign with that. The ROC had 90% of China's industry and was a disaster. It is even said that Chiang used the American lend-lease to create dedicated civil war divisions rather than using them to fight the Japanese.
