Doubt, concentrating development is about "moving from here to there", it's not actually more development than before, just clustered in a single province, would probably have higher number yeah but nothing exceptionally different than he got as it is

However, there's a cap on how much the AI can dev its provinces, so it wouldn't make a huge difference.

Personally, never tried to dev up that way, as eventually you end up losing mana either way as you lose dev when you concentrate (unless you meant centralize state?) and it can only be done every 50 years.
