Because of the target, Cell max fit more the description, but Broly is "better" than Cell max... after twonappearance, and his target, Cell max get a big downgrade... while Broly is still super strong after his appearance lol

To me, Beast Gohan is a symbol of Iron Defense, even when he loses part of his damage reduction as new LR Broly. If Beast is S Tier, also Broly is but not Cell Max. Also, Broly is a very solid slot 1 (like beast lol) for the whole run, while, Cell Max isn't.
