You have one fact completely wrong. Currently 23 countries are officially using the Euro as their currency. 4 of them are not part of the EU, which are San Marino, Vatican City, Monaco and Andora. Besides that unofficially Kosovo and Montenegro are also using and/or accepting the Euro as currency. But that is because they used German Marks in the past. And I even did not mention overseas department of France and Portugal and the countries who do not use the Euro as thier currency, but do accept it.

Yes, except it is not unique at all, Louis XVI during the french revolution already took the title "king of the french". For technical reasons as you say, it means that its title is linked to the people and not to the territory.
