I think the county has to approve the development plan to allow for homes to be built in that area. I used to work out there at the old Bee Ridge landfill... and there was never flooding out there that I can recall.... before all those subdivisions were built. I remember driving to the end of Bee Ridge Road, where the landfill started, back in 1997 when we had that El Nino and it rained every day for weeks. Don't recall any flooding back then and I was always able to make it to work in my small car. It was a nice area back then, before all the development. I feel bad for these homeowners. I know what they're going through. I had my home, in Port Charlotte, ripped apart during Hurricane Ian. Afterward, I stayed on a couch in my friend's back lanai for almost two weeks... It was miserable. Then I rented a one bedroom trailer, in Bradenton, for two months, then rented a 3 bedroom house, in Port Charlotte, for a year until we found a pretty nice apartment in Venice that we plan to stay in for a while. I had furniture and household stuff in storage. The only thing that saved me was that my home was fully insured. I received a nice settlement from my insurance company, and I now have financial piece of mind. After Ian, I decided that I'm not buying any more homes in Florida. I'm going to rent here from now on.

It seems like common sense that if you destroy the natural habitat in the middle of a marine estuary, and in it's place, build non-porous structures, such as houses and roads, and when you have replaced the barrier islands with seawalls, you are more vulnerable to extreme flooding in the case of natural recurring weather events.

These homes are surrounded by man made canals that go nowhere, they do not drain and are basically ponds with standing water so when the heavy rain came in these canals overflowed and the water flooded the community. There are several scenarios where lifting your home can be a viable way to protect it to to prevent flooding. Raising a house above flood level gives it added protection from storms it entails elevating the entire physical structure either on stilts or on concrete foundations so that flood water can run underneath or through it, leaving your main living space untouched.

@SigFigNewton I believe what he is saying is that dredging changes outflow sedimentation patterns. Which means the way water runs off, per gravity, to the direction of least resistance and ends up in rivers as results of that process is changed, thus dredging changes how that runoff takes places. So, dredging leads to stalled water runoff, leading to water accumulation. This concept has so many variables that are unseen as physics playing out over wide areas that it is mostly impossible to predict how any dredging will create new presentations of water accumulation. But as he is saying, this new pattern is correlated to the dredging happening, so thus they are witnessing the effects in live time.
