Jessup did not die from rabies. He suffered from rabies but that's not what killed him. It's because of the ground impact that is caused by him being scared from the water and the drones.

They did Teslee so dirty in the movie. She went from being a strategic badass who could manipulate the drones to her advantage and was one of the biggest threats who made it to the final 4, to a barely visible tribute who was injured in the bombings and died off screen, most likely in the cornucopia bloodbath. Why the movie producers would wipe out Teslee from the games, I will never know.

The producers butchered the games themselves. The final 5 were practically wasted to show how “deadly Gaul was” when we already saw that by her killing Clemensia (which was such a bad decision as well but I digress).
