39:55 So Brian thought you should get a yellow card if you deliberately handle the ball in the middle of the pitch but if you handle it on the line with the sole intention of stopping the opposition from scoring, you shouldn't get any card at all! Not all penalties are converted, so the cheating player who's stopped the ball going in with his hand hasn't been punished enough by giving away a spot kick. Brian must have been furious when referees started sending off outfield players for stopping the ball going in with their hand but I think that was a good move and I'm glad they still do it today.

Yes Moore had a bee in his bonnet over this issue for several years. Great presenter but had some odd views and never allowed any criticism of referees
