Can't think of any other reason for letting dangerously violent people out on the streets, especially after 15 previous arrests for similar. If he's found guilty of criminal assault and ascertained to be mentally ill then he should be remanded to a criminal mental health facility where he can be treated until he is determined to be healthy. He shouldn't be released until he's mentally healthy, regardless of the duration of his criminal sentence. In many cases in the US, inmates are released whether they're ready or not. It's a big problem in the US, and here's an example of that consequence.
