I believe that's part of the more traditional version of the myth. People in North America are less familiar with Lapland than Europeans, especially children, which is probably why most of us over here are just told its the North Pole to keep it simple. It probably began as him being from somewhere 'around the North Pole" as proxy description for North American children, and over time that just became where it was for us.
