When this was filmed, the Dress Regulations for Navy League Cadets had the top button done up. This has since changed. The lanyard is supposed to be at the second button. It has been this way with NL Cadets for more than a decade. RPO is a position and most corps have a selection process at the beginning the year. So you could have an LC as your Cox'n as long as they demonstrate the leadership skill necessary. They still have to take their rank classes to progress through the ranks during the year. As for the gators, they are a mark of position. Being RPO entitles him to wear gators.
