Why can the court not just require an ankle bracelet to monitor his location. Home schooling can work and work well. IF the parents are ambitious and skilled enough to do the job properly. I have a daughter that home school her 4 children. She did a good job but she had the discipline and ability. She had an education degree. It takes a special parent to home school.
