There's a whole lot simpler way to do this. Make a frame that will hold standard seedling cups over a plastic bin. Feed a length of nylon braided cord up through the bottom of each cup and tie a knot in it so an inch or two extends up into the soil (depending on the size of the cup) and with a length of it coming out the bottom and resting on the floor of the bin. Use a float valve to feed water into the bin without overflowing it. Your source of water could be another larger container or a direct water line.

The Pvc setup is overkill. I'd do everything here and drill 4 holes on each corner of the top of tote under lid brim. Use a 30 to 40 gallon air pump with a 4 port airline. Snake the lines around the side into the holes. Get 4 foot long airstones and a silicone wrapped dishware rack. That lifts the airstones a half foot from top of tote. This will allow you to zip tie the air stones and the massive amounts of bubbling water has the same effects as this setup. Much simpler imho.
