It's been so long ago I did this video that I don't remember exactly, but when I did a Google search for 13 fishing pinion gear, I got some hits on eBay.

What cause a 13 reel to not lock your spool in

Hard to tell without seeing it myself and could be many things. Ratchet could be facing the wrong direction or loose. Yoke possibly stuck. Pinion gear could be stuck or spool pin could be damaged.
