how does a network state defend itself from an invading military? I dont mean tanks, jets and nukes, but boots on the ground, demanding to take a fraction of the entire GDP, as tribute or tax Staying fully allied with the exclave (or neighbouring) country is not really an option, self determination only possible so long as the more powerful nation allows for it. Basically a lapdog for the "host" nation some interesting ideas, but very flawed and impractical if you dig into them even a little
