So for example. I have a sister who is not muslim. She wants to come. And she doesnt fast. So i should rather feed a muslim instead. And reject her

No it doesn't mean that at all. Shaykh is not talking about family and loved ones. Shaykh is talking about discriminating people and ONLY - SOLELY inviting people based on their social standing and neglecting perhaps those who are poor.
