I think strongest pseudo would be garchomp because of its speed and attack or hydreigon because of nasty plot although I can understand the argument since I think all pseudo legendaries get dragon dance or any boosting move. Garchomp I think is top 5 strongest pseudo legendary but I don't know about strongest from all pokemon.
