Actually in the game Arkham Knight when the Joker Venom takes finally over Scarecrows Fear Toxin worked as a counterproductive agent unknown to scarecrow and not actually attacking batmans psyche but the upcoming Joker psyche wich made batman regain control again. In the end the fear toxin is what saved him from the Joker Venum.
