At first I was confused why death stroke was more dangerous than red hood even though red hood has beaten death stroke multiple times before then I realized he was talking about batmans most dangerous villains and whenever red hood and batman fight they don't really try and kill each other they mostly hold back given the fact that batman is red hoods father,sounds reasonable

Looking at what happened at the end of the batman with the joker I personally think red hood would be absolutely perfect fit. Add Jason Todd as Robin in the second one and watch the joker kill him for red hood to be introduced in the last of the trilogy.
