My favourite way is to push all the caddies in the water except one so it teeters on the edge. When you alert the target he gets in and tries escaping but it falls in the water.

An even easier way is to use the Comet at the entrance and park it close to the fence. Take a running jump at it to get over the fence with all your weapons. Then use the sniper to pick him off.
