you can do ether or and also both I suggest you do both if you can . I am aware that there are 3 states that it is mandatory to get a license , if I remember NJ is not one of them .

I found a company via Instagram, just do a google search, or ask someone in you different fb groups, or even calling your DOT office an ask how you can get the training sometimes you can get trainings for free without having to pay, its all about research .
