Even if it was a tag reading back to a suspended driver is not grounds for a traffic stop. The mother or friend could be driving. There needs to be a traffic violation witnessed for any traffic stop.

If the driver was not the registered owner, i.e. the BF or other Fam etc. that would've been easily confirmed by a driver's license, then the LEO would proceed from that point. But she WAS the owner an LIED herself right into jail.
