When tuning SU carbs. Best to put a piece of plastic tube in the air intake hole and stick the other end in your ear. Adjust untill they sound the same.

The best way to balance SU carbs is with a stethoscope. You loosen the fastening connecting the two carbs together then adjust the rearmost carb to the idle RPM you want. You then place the funnel shaped side of the stethoscope by the mouth of the carb and listen to the sound of the air being drawn into the throat of the carb. Now move to the 2 carb and adjust the idle speed screw until you duplicate that sound. To fine tune, rapidly move back and forth between the two carbs adjusting the idle speed screw of each until both sound the same and the engine is turning at the RPM you want. Now reconnect the shaft.

If the cam and lifters were reground/replaced, the engine should be run at 2000 rpm for about 20 minutes to run in the lifters. Also, the valve clearances sound way too loose.
