1966 GTOs HAD THE 389 ENGINE NOT 400s THE 400 WAS IN THE 67s, WAS THE ENGINE REPLACED WITH A 400?

Why are there air filters on the valve covers? I understand that the main filter on the top protects the carburetor. But I don’t see the point on the other two on each side.

I owned a 1966 factory 389 tripower 4 speed manual with factory 390 gears in the rear extra from the dealership if it wasn’t stolen it be worth $75,000 easily
